If you request a transmission fluid change and service does it include draining the the torque converter or do you have to specify it?

Not true in this day and age. Honda is known for checking with engine off for many years and older Mopars were checked in neutral. Always check with manufacturer's method and specifications. NEVER assume one rule covers all.
